The Progressive Stage System, Privileges, Visit and Letter
In order to encourage prisoners to have good conduct, industrious
and obedience to prison regulations, a system of progressive stages has
been established. The progressive stages are as follows:
First Stage
Consist of prisoners with sentences of less than 6 months, They are
entitled to write and receive one letter once in every four weeks and to
receive one visit of fifteen minutes duration once in every eight weeks.
Second Stage
Consist of prisoners with sentences of 6 months and above. They are
entitled to write and receive one letter once in every eight weeks.
Third Stage
After serving three months in the second stage with good conduct and
industrious, a prisoner will be eligible for promotion to the third
stage. In this stage, a prisoner will be eligible to be placed on the
earning scheme, subjected to good conduct and industrious. He is
entitled to write and receive one letter once in every three weeks and
to receive a visit of twenty minutes duration once in every six weeks.
Other privileges include listening to radio and watching television at
specific time and borrowing books from the library.
Fourth Stage
After serving fifteen months in the third stage, a prisoner will be
eligible for promotion to the fourth stage, subjected to good conduct
and industrious. In fourth stage, he will be eligible for promotion in
the earning scheme provided his conduct is excellent and has reached a
high standard in his work. He is entitled to write and receive one
letter once in every two weeks and to receive a visit of thirty minutes
duration once in every four weeks.
Special Stage
When a prisoner has completed eighteen months in the fourth stage,
he will be eligible for promotion to the special grade subjected to good
conduct and industrious. He will be eligible for promotion in the
Earning Scheme if his conduct has been continuously excellent and has
reached a high standard in his work. A prisoner in this stage will be an
honoured prisoner and will wear a special blue uniform. He will be
entitled to write a letter once in every week and receive letter at any
time. He will also receive a visitor of thirty minutes duration once in
every two weeks.
